This packaged course addresses the skills and knowledge required for those responsible for traffic management implementation on Temporary Traffic Management Category 2 environments as described in the Austroads Guide to Temporary Traffic Management.
This also addresses the skills and knowledge required for those responsible for traffic control on Temporary Traffic Management Category 2 environments as described in the Austroads Guide to Temporary Traffic Management.

Course Overview
Step up your traffic management career with this combined, nationally recognised training package designed for professionals working in high-volume road environments — such as busy arterial routes, multi-lane roads and signalised intersections. This course blends two key skill sets:
RIISS00059 – Traffic Controller Skill Set for High-Volume Roads and
RIISS00061 – Traffic Management Implementer Skill Set for High-Volume Roads.

RIISS00058 Traffic Controller Skill Set for Urban Streets and Low Volume Rural Roads and; - RIISS00060 Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads;
Please note: You must have successfully completed Category 1 Training and Assessment before enrolling in Category 2.
FOR TC2
Evidence of completing at least 40 hours of experience working in a temporary traffic management workplace in a traffic controller role
This can be in the form of payslips, job dockets or see *Letter from Employer (if role is not shown on payslip), totalling a minimum of 40 hours.
Note: The 40 hours must be completed after obtaining your qualification for TC1/TMI1 and this does not include the 20 practical placement hours during your TC1/TMI1 Course
FOR TMI2
Evidence of at least one month experience applying skills and knowledge relevant to the above-mentioned skill set in a temporary traffic management workplace
This can be in the form of payslip or job dockets and must be at least one month after you have fully completed your TC1/TMI1 Training.
FOR TMI2
Evidence of relevant experience setting up at least twelve (12) temporary traffic management types.
Provide copies to support the temporary traffic management setups that you have implemented with at least two of the following types:
- pedestrian and cyclist controls
- construction sites
- lane closures
- shoulder closures
- night works
- use of portable traffic control devices
- motorways or freeways
*Letter from Employer on an Employer Letter Head
A detailed letter from your current employer stating the length of time you have been employed as a Traffic Controller/Implementer.
- Please state the number of approximate hours you have performed Traffic Controller Duties.
- Please state the number of Traffic Guidance Schemes you have been involved in setting up and packing up.
- Include tasks/jobs you have been involved in, such as including the road category types, if you have operated communication devices, portable traffic signals and been involved with hazard identification and control.

RIISS00059 – Traffic Controller Skill Set for High Volume Roads [Traffic Controller 2 (TC2)]
Successful completion of the following unit of competency inclusive of at least 20 hours practical experience applying the relevant skills and knowledge in a temporary traffic management workplace:
RIIWHS207 Control traffic on high volume roads.
The assessment for the unit of competency comprises both theoretical and practical components. The practical assessment component is to be undertaken after the practical experience is gained. Practical experience requirements must be completed on declared Temporary Traffic Management Category 2 roads within at least six months of successfully completing the theoretical component.
RIISS00061 – Traffic Management Implementer Skill Set for High Volume Roads [Traffic Management Implementer 2 (TMI2)]
Successful completion of the following four units of competency inclusive of practical experience applying the relevant skills and knowledge in a temporary traffic management workplace, completing at least 3 different types of set ups:
- RIICOM201E Communicate in the workplace.
- RIIRIS301E Apply risk management processes.
- RIIWHS302E Implement traffic management plans.
- RIIWHS303 Position, set up and program portable traffic control devices.
The assessment for the units of competency comprises both theoretical and practical components. The practical assessment component is to be undertaken after the practical experience is gained. Practical experience requirements must be completed on declared Temporary Traffic Management Category 1 roads within at least six months of successfully completing the theoretical component.
This skill set has been created to align to the requirements of individuals responsible for traffic management implementation on a site and road workers under their direction, as described in the Austroads Guide to Temporary Traffic Management on Temporary Traffic Management Category 1 environments. Licensing, legislative and certification requirements that apply to this skill set can vary between states, territories and industry sectors. Users must check requirements with relevant body before applying the skill set.
The units provide credit towards a number of Certificate II and Certificate III qualifications in the RII Resources and Infrastructure Industry Training Package and other training packages, such as RII30920 Certificate III in Civil Construction or equivalent.
